A bill to provide for parental notification and intervention in the case of a minor seeking an abortion.

Commentary:
This bill, similar to H.R. 1295 in the 109th Congress, would prohibit abortion providers who serve unemancipated minors from performing an abortion unless (1) the minor’s parents have been notified of the abortion or there is evidence of physical abuse by the parents, (2) the provider has observed a 96-hour waiting period after notice has been received by the parents; and (3) the parents have not sought and obtained an injunction against the abortion, as provided for in the legislation. Violations would be punishable by criminal fines of up to $1 million and imprisonment of up to 10 years.
